1 Appomattox Town Council Regular Council Meeting December 14, 2020
The Appomattox Town Council held a Regular Council meeting on Monday, December 14, 2020 at 7:30 p.m. at the Appomattox Municipal Building, 210 Linden Street, Appomattox, Virginia with Mayor Richard Conner, presiding.
Council members present – James J. Boyce, Aaron Tilton, Nathan A. Simpson, Mary Lou Spiggle, Timothy W. Garrett, and Claudia G. Puckette (via phone).
Staff members present – Gary Shanaberger, Town Manager; Kim Ray, Treasurer; and Roxanne W. Casto, Clerk of Council; and Jeff Elder, Facilities Director.
Others present – Susan Chapman, Brown, Edwards & Company, Carlton Duck, Alive Media, Michelle Murch, Times Virginian newspaper and Christian Raymond.
The meeting was also broadcast Live on the Town of Appomattox Facebook page and public phone participation through FreeConferenceCall.com was available.
Mayor Conner called the meeting to order.
Rev. Carlton Duck, Pastor of the Gethsemane Baptist Church led the prayer and the Pledge of Allegiance to the Flag of the United States of America.
Mayor’s Comments: May the blessings of a safe holiday season be upon all of you.
Scheduled Public Appearances: Susan Chapman, CPA with Brown Edwards & Company, LLP presented the fiscal year 2020 Annual Audit report for the Town of Appomattox and answered questions of the Town Council.
Adoption of the Consent Agenda: On a motion by Mr. T. Garrett, seconded by Ms. Spiggle, Council voted to approve the consent agenda for December 14, 2020 with the addition of New Business #3 – Consideration of bonuses for Town funded deputies of the Appomattox County Sheriff’s Office. All members present voting aye. Motion carried 6-0.

New Business: On a motion by Mr. Simpson, seconded by Mr. Boyce, Council voted to accept the FY 2020 Annual Audit for the Town of Appomattox from Brown, Edwards & Company, LLP. All members present voting aye. Motion carried 6-0.
On a motion by Mr. Simpson, seconded by Mr. Boyce, Council voted to adopt the following budget amendment resolutions:

- Consideration to adopt a resolution amending the FY 2020 Operating Budget for the Sewer Fund for
an additional filter installation at the SBR Plant.
- WHEREAS, Section15.2-2507, Code of Virginia, allows that a governing body may amend the budget
from time to time
- NOW THEREFORE, BE IT RESOLVED, that the Appomattox Town Council does hereby amend the FY
2021 Operating Budget for the Sewer Fund.

On a motion by Mr. Boyce, seconded by Mr. Tilton, Council voted to fund a request of $10,000 plus FICA for the two Town assigned deputies of the Appomattox County Sheriff’s Office. Roll call vote: Tilton – yes, Spiggle – yes, Boyce – yes, Garrett – yes, Puckette – yes, Simpson – abstained. Motion carried 5-0.
Council Standing Committee Reports: None
Citizens Comment Period: Christian Raymond, P O Box 2882, Appomattox, Virginia appeared before Council as Chairman of the Appomattox Republican Committee to state the position the committee is taking to the recent news of former Governor McAuliffe’s announcement to run for Governor of Virginia in 2021.
Town Manager’s Report: Mr. Shanaberger provided the following updates:
➢ The Request for Proposals for a Financial Analysis will begin soon. ➢ Church Street Waterline – The Town continues to work with Hurt & Proffitt to answer
questions from Rural Development.
➢ Appomattox Downtown Revitalization Project: 3 more properties are under contract and
is expecting 3 more this week.
➢ Phase II includes 11 properties and bids are due December 22, 2020. ➢ A lot of construction should start in late January, early February 2021. ➢ Thanked staff and Council & Merry Christmas.
Council Comments: Mrs. Puckette – Thanked Kim Ray for completing a nearly impossible task.
Mr. Simpson – Wished a Happy Hanukkah, Happy Kwanzaa and Merry Christmas to everyone.

`Mr. Simpson also inquired about the closure of Harrell Street behind Farmers Bank. Mr. Elder explained it is part of the Inflow and Infiltration project. The I & I project is also on Isabell Street.
Mr. Boyce – Thanked Council for allowing him the opportunity to serve again, looking forward to it and the challenges of it.
Ms. Spiggle – Wished everyone a Merry Christmas.
Mr. T. Garrett – There is a letter from the Appomattox Volunteer Fire Department to keep the Town up to date on the purchase of the new fire truck. The order has been placed for the truck.
