Workshop Meeting January 28, 2020
The Appomattox Town Council held a Workshop meeting on Tuesday, January 28, 2020 at 6:00 p.m. at the Appomattox Municipal Building, 210 Linden Street, Appomattox, Virginia with Mayor Harvey, presiding.
Town Council members present were Jonathan D. Garrett, James Boyce, Sr., Mary Lou Spiggle, Timothy W. Garrett, Steven T. Conner and Claudia G. Puckette.
Staff present were Town Manager, Gary Shanaberger; Town Treasurer, Kim Ray; and Town Clerk, Roxanne Casto.
Mayor Harvey called the meeting to order.
On a motion by Mrs. Puckette, seconded by Mr. Conner, Council voted to write off accounts; Personal Property taxes - $6,895.04; Real Estate taxes $143.85; Utility invoices - $1,800.83; Miscellaneous Accounts Receivable (bankruptcy) - $13,895.86 for a total of $22,735.58 that have reached the statute of limitations for collection. All members present voting aye. Motion carried 6-0.
On a motion by Mr. Jonathan Garrett, seconded by Mr. Timothy Garrett, Council voted on the following resolution:
- Consideration to adopt a resolution amending the FY 2020 Operating Budget for the General
Fund for fireworks
- WHEREAS, Section15.2-2507, Code of Virginia, allows that a governing body may amend
the budget from time to time
- NOW THEREFORE, BE IT RESOLVED, that the Appomattox Town Council does hereby
amend the FY 2020 Operating Budget for the General Fund.

SECTION XIII: BE IT FURTHER RESOLVED, by the Town Council of Appomattox, Virginia that the Fiscal Year 2020 budget amendments are hereby adopted, and the monies necessary to fund it are hereby appropriated and shall be certified by the Clerk of Council and maintained as an archive document with the official minutes of the Town Council of Appomattox, Virginia. Amended this _ day of ___ 2020.

Roll Call Vote: J. Garrett – yes, J. Boyce – yes, M. Spiggle – yes, T. Garrett – yes, S. Conner – yes, C. Puckette – yes. Motion carried 6-0.
On a motion by Mr. Boyce, seconded by Mr. Conner, Council voted to approve the money to be given to the American Civil War Museum based on their proposal of $10,440.00 and $4,625.00 for a digital pad map to be installed at the Visitor’s Center on Main Street. Vote: J. Garrett – no, J. Boyce – yes, M. Spiggle – no, T. Garrett – no, S. Conner – yes, C. Puckette – yes. Mayor Harvey voted yes to break the tie. Motion carried 4-3.
On a motion by Mr. Boyce, seconded by Mr. Conner, Council voted on the following resolution:

Town Staff Reports: Mrs. Ray presented the Treasurer’s Report for December 2019.

Mr. Shanaberger reported on the following items:
• Staff continues to work on multiple projects. • The Inflow & Infiltration (I&I) project is expected to be placed out to bid
in the next two (2) months.
• Design of the waterline replacement on Church Street is in progress. The
Town is hopeful to have plans by June 1st.
• The Downtown Revitalization project is on-going. • The Town is expecting Lee Grant Avenue drawings any day. • Staff has started the FY 2021 annual budget preparations. • The EDA and Mr. Shanaberger are planning to travel to Marion, Virginia on Friday, March 27, 2020 to discuss their Main Street renovations and pop up program.
• The Council Retreat scheduled for Friday, February 7, 2020 may need to be rescheduled due to a scheduling conflict. More information will be forthcoming.
Adjournment: On a motion by Mr. Boyce, seconded by Mr. Timothy Garrett, Council voted to adjourn at 6:45 p.m. All members present voting aye. Motion carried 5-0.
