1 Appomattox Town Council Council Workshop Meeting March 26, 2019 – 6:00 p.m.
The Appomattox Town Council held a Council Workshop meeting on Tuesday, March 26, 2019 at 6:00 p.m. at the Appomattox Municipal Building, 210 Linden Street, Appomattox, Virginia with Mayor Harvey, presiding.
Members present: Jonathan D. Garrett, James J. Boyce, Sr., Mary Lou Spiggle, Timothy W. Garrett, Steven T. Conner and Claudia G. Puckette.
Others present: Michelle Payne, Times-Virginian; Robin Synder: JB Burks; Cory Osborne; Nathan Simpson; Jeff Elder; Carlton Duck; Jacob Poole; Susan Adams; Jeff Garrett; Don Jones; Garrett Rouzer; Greg Jacobs; Chris Murray; Bob Sayre; Kim Ray, Town Treasurer; Gary Shanaberger, Town Manager and Roxanne W. Casto, Clerk of Council.
Mayor Harvey called the meeting to order.
Garet Rouzer, Dalgleish Gilpin Paxton & Greg Jacobs, Landmark Preservation appeared before council to gather input on their prior presentation regarding the Historic Structures Report on the Train Depot.
Council is most interested in the roof, soffits, downspouts, cornice, and gutter repairs first.
Mr. Rouzer stated this would likely be the costliest of the project and would need to be completed all at once for scaffolding purposes.
Council thanked Mr. Rouzer & Mr. Jacobs for attending.
Chris Murray, Brown Edwards & Company, LLP presented the Town’s FY2018 annual audit. There has been two years of positive change in the fund balances.
Council thanked Mr. Murray for the report.
On a motion by Mr. Boyce, seconded by Ms. Spiggle, Council voted to accept the FY2018 Annual Audit by Brown Edwards & Company LLP. All members present voting aye. Motion carried 6-0.
On a motion by Mr. Garrett, seconded by Mrs. Puckette, Council voted to accept the following budget amendment:
- Consideration to adopt a resolution amending the FY 2019 Operating Budget for the Sewer
Fund for FY 2018-2019 for the Reed Bed maintenance and sealing of manholes.
- WHEREAS, Section15.2-2507, Code of Virginia, allows that a governing body may amend
the budget from time to time

- NOW THEREFORE, BE IT RESOLVED, that the Appomattox Town Council does hereby
amend the FY 2019 Operating Budget for the Sewer Fund.

SECTION XIII: BE IT FURTHER RESOLVED, by the Town Council of Appomattox, Virginia that the Fiscal Year 2019 budget amendments are hereby adopted, and the monies necessary to fund it are hereby appropriated and shall be certified by the Clerk of Council and maintained as an archive document with the official minutes of the Town Council of Appomattox, Virginia. Amended this _ day of ___ 2019.

Budget Requests-
- Don Jones of the Appomattox Tourism Committee, Inc appeared before Council to
request a donation of $15,000 from the town for FY2020 (Letter attached)
Robin Snyder, Superintendent, NPS appeared before council to provide an update on the FLAP project. VDOT is ready to begin working on the Memorandum of Agreement which is contingent on support from the Town and County. Council will consider the appropriation of $72,000 in the FY2020 budget no later than the end of April 2019.
JB Burks and Cory Osborne, Appomattox Volunteer Fire Dept requested an additional
$10,000 for SCBA equipment.
- Bob Sayre, American Civil War Museum provided an update on various events at the
ACWM. He also spoke to the concept of creating a welcome center at the ACWM in an effort to increase tourism numbers in the Downtown Appomattox area.
3 Appomattox Town Council Council Workshop Meeting March 26, 2019 – 6:00 p.m.
Mr. Shanaberger requested an additional Budget Workshop for April 2, 2019 to discuss these requests as well as the Capital Improvement Plan and overall Town budget.
Council Concerns-
Mr. Timothy Garrett is a representative of the Courtland Festival Park board however he would like to step down. The board meets once a month. Is there a council member willing to serve?
Ms. Mary Lou Spiggle wished Gary Shanaberger; Town Manager a happy birthday.
- Reminder of the Artisan Craft Show in Courtland Festival Park on Saturday, April 6th
from 9:00 a.m. – 3:00 p.m.
- Mr. Jonathan Garrett stated he is concerned about traveling embers from
recreational/ceremonial burning.
- Mrs. Puckette requested input from other Council members regarding 2 Council members
meeting with 2 Board members to begin discussion of mutual issues and begin formulating a plan of working together.
After much discussion members Mr. James Boyce and Mr. Steven Conner agreed with meeting with the Appomattox County Board of Supervisors; however, Mr. J. Garrett, Ms. Spiggle and Mr. T. Garrett were not.

On a motion by Mr. Boyce, seconded by Mr. T. Garrett, Council voted to recess the workshop meeting until Thursday, March 28, 2019 at 6:00 p.m. at the Appomattox Municipal Building, 210 Linden Street, Appomattox, Virginia. All members voting aye. Motion carried 6-0.
