1 Appomattox Town Council Council Workshop Meeting May 29, 2018
The Appomattox Town Council held a Council Workshop meeting on Tuesday, May 29, 2018 at 6:00 p.m. at the Appomattox Municipal Building, 210 Linden Street, Appomattox, Virginia with Mayor Harvey, presiding.
Members present: Timothy W. Garrett, C. Lewis McDearmon, Jr., Mary Lou Spiggle, M. Erin Finch, Steven T. Conner and Claudia G. Puckette.
Others present: James Boyce, Jonathan Garrett, Kim Ray, Town Treasurer; Roxanne W. Casto, Clerk of Council.
Mayor Harvey called the meeting to order.
Mayor Harvey opened the Public Hearing.
The purpose of this public hearing will be to receive public comments concerning the following:
Proposed FY 2019 Budget for the Town of Appomattox - In accordance with §15.2-2506 Code of Virginia, the following is a brief synopsis of the budget proposed by the Town of Appomattox for FY 2019:

Comments from the public – Mr. James Boyce, 177 Cawthorne Street, Appomattox, Virginia – I’ve never seen numbers come up the same. Mayor Harvey stated that the Town needs to pass a balanced budget. Mr. Boyce asked if these were actual revenues and expenditures? Mayor Harvey assured Mr. Boyce that there was always fluidity in the budget.

There were no other public comments. Mayor Harvey closed the public hearing.
Council Concerns – Mr. Conner stated that he has received some complaints or concerns of the company conducting the line lateral inflow and infiltration construction driving off the highway and into the yards of homeowners. Mr. Elder and Mr. Shanaberger will investigate this complaint further with the contractor.
Mrs. Puckette would appreciate it if the Town would send Congressman Tom Garrett a thank you letter for his service and wish him the best for his future. Council gave consensus to send Congressman Garrett a thank you letter.
Staff Reports – Mr. Elder – none - absent
Mrs. Casto reported that there will be a vacancy on the Town Economic Development Authority and the Board of Zoning Appeals as of July 1, 2018. Council members need to consider replacements for both of these boards.
Mrs. Ray provided the April 30, 2018 Financial Report. She is also currently examining Utility debts, Personal Property and Business License delinquencies.
Mrs. Earhart provided training and consultation in the middle of May. She discussed a few of the Town’s unique situations and assisted with satisfying several of the auditor’s questions. Mrs. Ray thanked the Town for allowing her the opportunity to use Mrs. Earhart.
Mrs. Ray will explore the Virginia Municipal League investment products. She will be looking at other options for the Town’s investments.
Mrs. Ray stated that near the end of the summer or early fall, she will be looking into new financial software packages. Mrs. Earhart is also willing to assist with closing out the Town’s books in the early fall.
The FY 2017 Annual audit – The auditors have one more question and Mrs. Ray is waiting for some guidance from Mrs. Earhart.

On a motion by Mr. McDearmon, seconded by Ms. Spiggle, Council voted to adjourn at 6:30 p.m. All members present voting aye. Motion carried 6-0.
