1 Regular Council Meeting Tuesday, November 13, 2012

The Appomattox Town Council held a Regular Council Meeting on Tuesday, November 13, 2012 at 7:30 p.m. at the Appomattox Municipal Building, 210 Linden Street, Appomattox, Virginia, with Mayor Harvey, presiding.

Members present: Timothy W. “Timmy” Garrett, C. Lewis McDearmon, Jr., Mary Lou Spiggle, N.H. “Jimmy” Mayberry, Steven T. “Steve” Conner and Claudia G. Puckette.

Others Present: Gary Christie, Executive Director, Region 2000 Local Government Council; Bryan David, Executive Director, Region 2000 Economic Development Council; Barbara Shelton, Stephanie James, Chad Millner, Carlton Duck and Alive TV Crew, Stacey Wilkes, Town Treasurer; C. William Gillespie, Interim Town Manager and Roxanne W. Paulette, Clerk of Council.

Mayor Harvey called the meeting to order and welcomed everyone.

Rev. Carlton Duck led the invocation.

Rev. Carlton Duck also led the Pledge of Allegiance.

Scheduled Public Appearances: Gary Christie – Region 2000 Local Government Council – Appeared before Council to give an update on projects within the Local Government Office. The office is made up of 6 different components sharing office space and administrative services, but each has independent boards and budgets. The Local Government Council has been around for about 40 years.

They provide planning and direct services, those things where local governments can come together to do things on a joint or regional process. Items include such things as the Regional Landfill, Regional radio system, Planning, Economic Development, and Workforce Development.

Bryan David – Region 2000 Economic Development Council – Provided a synopsis of the last year’s activities and progress with regards to the Center for Advanced Engineering Research, Economic Development Council, Technology Council, Young Professionals of Central Virginia, all non-profits of the partnership, Local Government Council and Workforce Investment Board.

With regards to Economic Development, your workforce is what will set you apart from other localities according to Mr. David.

The Council thanked them for coming and providing the information.

Carlton Duck – Alive Media TV Rev. Duck gave council an update on the Tourism Video. Much of the filming is complete. The National Park, Museum of the Confederacy and Appomattox comprise the 4.5 minute new video. Items removed from the previous video include shops, eateries

and gift shops because it dates the video. He will be marketing the new video through Shentel cable services with 4 – 30 second ad spots on live channels.

Mayor’s Comments: Mayor Harvey thanked everyone who worked to make the Train Excursion a success.

Consent Agenda On a motion by Councilmember McDearmon, seconded by Councilmember Garrett, Council voted to adopt the consent agenda of November 13, 2012. All members present voting aye. Motion carried.

Unfinished Business – none

New Business – On a committee recommendation, Council voted to award the Sanitary Sewer Inflow & Infiltration Inspection project to Prism for $65,000.00 with a loan to the Sewer Fund from the General Fund through undesignated fund balance. All members present voting aye. Motion carried.

On a committee recommendation, Council voted to award the office renovation contract to Piney Ridge Construction Company for $13,706.00 with an appropriation from the General Fund Undesignated Fund Balance for $15,000.00.

Citizen Comment Period – none

Council Concerns – Ms. Spiggle spoke of the successful train excursion. It was a fine example of entities working together.

Closed Session: On a motion by Councilmember Mayberry, seconded by Councilmember McDearmon, Council voted to convene in Closed Session, pursuant to 2.2-3711 (A) 6 of the Code of Virginia (1950), as amended, for the purpose of discussion or consideration of the investment of public funds where competition or bargaining is involved, where, if made public initially, the financial interest of the governmental unit would be adversely affected, specifically for the purpose of Economic Development.

Vote: Garrett – aye, McDearmon – aye, Spiggle – aye, Mayberry – aye, Conner – aye, Puckette – aye.

Now, therefore, be it resolved, that the Appomattox Town Council hereby certifies that to the best of each members knowledge: (1) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the closed meeting to which this resolution applies, and (2) only such public business matters as were identified in the motion convening the closed meeting were heard, discussed, or considered by this council.

On a motion by Councilmember Mayberry, seconded by Councilmember Garrett, Council voted to adjourn at 9:105 p.m. All members present voting aye. Motion carried.
