1 Workshop Meeting Tuesday, July 24, 2012
The Appomattox Town Council held a Workshop meeting on Tuesday, July 24, 2012 at 7:00 p.m. at the Appomattox Municipal Building, 210 Linden Street, Appomattox, Virginia with Mayor Harvey presiding.
Members present: Timothy W. “Timmy” Garrett, Mary Lou Spiggle, N.H. “Jimmy” Mayberry, Steven T. “Steve” Conner and Claudia G. Puckette. Absent: C. Lewis McDearmon.
Others present: Nina Beasley, Joyce Bennett, Chad Millner, Carlton Duck and Alive TV Crew, Jeff Elder, Utility Director; Stacey Wilkes, Town Treasurer; C. William Gillespie, Interim Town Manager; Roxanne W. Paulette, Clerk of Council.
Mayor Harvey called the meeting to order.
Jeff Elder, Utility Director gave an update to Council regarding the activation of the 460 Waterline. The waterline was turned on approximately one week ago.
Jeff Elder, Utility Director gave an update on the sewer line camera project. Approximately 1700 feet of line has been videoed, two (2) major problems have been identified.
Jeff Elder, Utility Director gave an update on the painting project of the Appomattox Depot. The contractor has a small amount of touch up including a few windows.
Jeff Elder, Utility Director gave an update on the cross connection program. Seventeen (17) letters have been sent to businesses. The Town has had seven (7) businesses respond. Four (4) have been fixed and the other three (3) are contacting a contractor to install the necessary equipment. The Town will take action on the remaining ten (10).
Committee Updates Finance & Planning – The committee continues to discuss the zoning ordinance. The committee will discuss the zoning map at the next meeting. A public hearing is estimated for the fall. Mr. Gillespie asked the committee members to bring suggestions for the blighted property ordinance to the next committee meeting. There was also more discussion on the R-3 zone – using smaller lot sizes.
Physical Development – The Committee discussed having multiple water customers on one meter. A presentation of the sewer extension project and proposed boundary area adjustment will be provided at the August 13, 2012 Council meeting.
Staff Updates Town Manager – Mr. Gillespie said the Public Works Building will be enclosed within the next two weeks and is otherwise moving along well.
Treasurer – Reported that testing will begin next week on the Logics computer software.

Council Concerns Council complimented the Town Staff on their efforts in the 460 waterline maintenance process.
On a motion by Councilmember Mayberry, seconded by Councilmember Garrett, Council voted to adjourn at 7:30 p.m. All members present voting aye. Motion carried.
