1 Regular Council Meeting Monday, July 9, 2012
The Appomattox Town Council held a Regular Council Meeting on Monday, July 9, 2012 at 7:30 p.m. at the Appomattox Municipal Building, 210 Linden Street, Appomattox, Virginia, with Mayor Harvey presiding.
Members present: Timothy W. “Timmy” Garrett, C. Lewis McDearmon, Mary Lou Spiggle, N.H. “Jimmy” Mayberry, Steven T. “Steve” Conner and Claudia G. Puckette.
Others Present: Carlton Duck and Alive TV Crew, Stacey Wilkes, Town Treasurer; C. William Gillespie, Interim Town Manager and Roxanne W. Paulette, Clerk of Council.
Mayor Harvey called the meeting to order and welcomed everyone.
Rev. Carlton Duck led the invocation.
Rev. Carlton Duck also led the Pledge of Allegiance.
Mayor’s Comments: Mayor Harvey recognized Roxanne W. Paulette, Clerk of Council for receiving the MMC designation.
Mayor Harvey presented the following resolution:
RESOLUTION OF COMMENDATION ROXANNE PAULETTE – CLERK TOWN OF APPOMATTOX, VIRGINIA
WHEREAS, the Town of Appomattox has been notified by the by the International Institute of Municipal Clerks that Roxanne Paulette, Clerk of Council for the Town of Appomattox, has distinguished herself by achieving the highest honor of her professional that being the award of the designation of Master Municipal Clerk (MMC), and
WHEREAS, the Council and the citizens of the Town of Appomattox do hereby recognize the time and effort that has been invested by Ms. Paulette in reaching this plateau in her career, and
WHEREAS, by accomplishing this goal she sits among a select few across the United States, Canada, and 15 other countries that have achieved the prestigious designation of Master Municipal Clerk (MMC), and
WHEREAS, the Appomattox Town Council and the citizens of this great community have recognized the dedication, commitment, and contribution of Ms. Paulette to public service over her twenty plus (20+) years of service to the Town of Appomattox, and
WHEREAS, the Appomattox Town Council now takes great pride in knowing that Mrs. Paulette will be recognized by her peer group for her knowledge, skills, and abilities as a

Master Municipal Clerk (MMC) with this designation by the International Institute of Municipal Clerks.
NOW THEREFORE BE IT RESOLVED, that the Town Council of the Town of Appomattox does hereby commend and congratulate Mrs. Paulette in her achievement and would also extend its sincere heartfelt appreciation for her steadfast and conscientious dedication to public service in meeting the needs of the citizens of the Town of Appomattox, Virginia.
This resolution being approved unanimously by the Council of the Town of Appomattox this 9th day of July, 2012 and given under my signature as Mayor of the Town of Appomattox.
Mayor Harvey welcomed Mrs. Claudia G. Puckett as a member of the Appomattox Town Council.
On a motion by Councilmember McDearmon, seconded by Councilmember Conner, Council voted to adopt the Consent Agenda with the addition of electing a Vice-Mayor and adding a Closed Session. All member present voting aye. Motion carried.
The floor was opened for nominations for Vice-Mayor. Mr. McDearmon and Mr. Conner nominated Mr. Mayberry. On a motion by Councilmember Spiggle, seconded by Councilmember McDearmon the nominations were closed.
Roll Call Vote to elect Mr. Mayberry as Vice-Mayor for the term ending June 30, 2014: Garrett – aye, McDearmon – aye, Spiggle – aye, Mayberry – aye, Conner – aye, Puckette – aye. Motion carried.
On a recommendation by the Finance and Planning Committee and the Physical Development Committee, Council voted to amend the Accounts Receivable Policy – Water and Sewer Bills. All members present voting aye. Motion carried.
On a recommendation by the Physical Development Committee, Council voted to amend the Water and Sewer Policy by adding Irrigation Meter Installation. Vote: Garrett – aye, McDearmon – aye, Spiggle – aye, Mayberry – aye, Conner – no, Puckette – aye. Motion carried 5 to 1.
On a motion by Councilmember Mayberry, seconded by Councilmember McDearmon, Council voted to write off account balances for water/sewer receivable in the amount of $9268.77 that has exceeded the statue of limitations for collection. All members present voting aye. Motion carried.
On a motion by Councilmember Spiggle, seconded by Councilmember Garrett, Council voted to authorize the Mayor to execute the Verizon Agreement. All members present voting aye. Motion carried.

On a motion by Councilmember Mayberry, seconded by Councilmember Spiggle, Council voted to convene in Closed Session pursuant to §2.2-3711 (A) 1 of the Code of Virginia, 1950, as amended, for the purpose of discussion of salaries of public employees of the Town of Appomattox, specifically being the Personnel Compensation Study performed by Robinson, Farmer, Cox Associates.
Vote: Garrett – aye, McDearmon – aye, Spiggle – aye, Mayberry – aye, Conner – aye, Puckette – aye.
Now, therefore, be it resolved, that the members of the Appomattox Town Council hereby certifies that to the best of each members knowledge: (1) Only public business maters lawfully exempted from open meetings requirements by Virginia law were discussed in the closed meeting to which this certificate resolution applies, and (2) only such public business matters as were identified in the motion convening the closed meeting were heard, discussed, or considered by this council.
Vote: Garrett – aye, McDearmon – aye, Spiggle – aye, Mayberry – aye, Conner – aye, Puckette – aye.
Council Concerns: Mr. Conner would like to see what can be done to increase the water deposits for commercial customers.
Ms. Spiggle asked when the Town would be connecting to the 460 Waterline.
Mr. Conner thanked the Public Works crews for their hard work during the storm and on the recent waterline. Mayor Harvey concurred.
On a motion by Councilmember Mayberry, seconded by Councilmember Conner, Council voted to adjourn the meeting at 8:30 p.m. All members present voting aye. Motion carried.
