1 Workshop Meeting Tuesday, March 27, 2012
The Appomattox Town Council held a Workshop meeting on Tuesday, March 27, 2012 at 7:00 p.m. at the Appomattox Municipal Building, 210 Linden Street, Appomattox, Virginia with Mayor Harvey presiding.
Members present: Timothy W. “Timmy” Garrett, C. Lewis McDearmon, Mary Lou Spiggle, N.H. “Jimmy” Mayberry, and Steven T. “Steve” Conner and Joyce B. Bennett.
Others present: Stephanie James, Claudia Puckette, Cliff Harvey, Carlton Duck and Alive TV Crew, Jeff Elder, Utility Director; Stacey Wilkes, Town Treasurer; C. William Gillespie, Interim Town Manager; Roxanne W. Paulette, Clerk of Council.
Mayor Harvey called the meeting to order.
Jeff Elder provided Council with an update on the Backflow Prevention Program – Cross Connection Control program.
Jeff Elder updated Council on the removal of unnecessary equipment on the 100,000 water gallon tank.
Mr. Gillespie discussed the changes proposed by the Appomattox Tree Board to the Urban Forestry Ordinance – Chapter 177 of the Appomattox Town Code. After much discussion Mr. Gillespie agreed to review and offer other suggestions for the Town Council to consider at the April 9, 2012 Regular Council Meeting.
Mr. Gillespie and Mr. Elder provided Council with a presentation on Smoke Testing for Sewer Inflow and Infiltration. The reason for smoke testing is identify, document and eliminate the inflow and infiltration into the sewer plants. The town is purchasing $400 of liquid smoke and using two (2) men to perform the smoke testing. There is minimal cost involved.
Mr. Gillespie provided Council with a power point presentation on the proposed utility rate increase.
Committee Updates Finance & Planning – The Committee met on March 12, 2012 and received the audit report from Brown Edwards regarding the FY 2011 Annual Audit and continued with the FY 2013 budget process.
Physical Development – The Committee discussed the proposed language to the Urban Forestry Ordinance, FY 2013 Budget process and an update on the Utility Rates.
Staff Updates Town Manager – None at this time.
Treasurer – Provided Council with Goals and Audit Item Update

Council Concerns
Mr. Conner responded to reports that the Town has turned down restaurants, motels or businesses that want to locate in the Town of Appomattox. Those claims are untrue.
Mr. Conner and Mayor Harvey also wanted the public to know that the Museum of the Confederacy’s choice not to fly or display a Confederate Flag at the museum is their choice not one made by the Town.
Mr. Garrett and Mayor Harvey also discussed the outdoor Tornado Warning system erected behind the Subway Restaurant in the Town Limits that conducted an emergency warning signal on March 20, 2012 and to what extent it was heard within the County.
On a motion by Councilmember Mayberry, seconded by Councilmember McDearmon, Council voted to adjourn at 8:07 p.m. All members present voting aye. Motion carried.
