1 Regular Council Meeting Monday, November 14, 2011

The Appomattox Town Council held a Regular Council Meeting on Monday, November 14, 2011 at 7:30 p.m. at the Appomattox Municipal Building, 210 Linden Street, Appomattox, Virginia, with Mayor Harvey presiding.

Members present: Timothy W. “Timmy” Garrett, C. Lewis McDearmon, Mary Lou Spiggle, Steven T. “Steve” Conner. Absent – Mayberry and Bennett.

Others Present: Dr. Calvin Gray, Stacey Wilkes, Town Treasurer; Roxanne W. Paulette, Clerk of Council; C. William Gillespie, Interim Town Manager.

Mayor Harvey called the meeting to order

Dr. Gray gave the invocation.

Dr. Gray led the Pledge of Allegiance

Public Appearances None

Mayor’s Comments Mayor Harvey expressed his appreciation of staff’s continued efforts.

Consent Agenda On a motion by Councilmember Garrett, seconded by Councilmember Spiggle, Council voted to adopt the Consent Agenda for November 14, 2011 with the addition of NB #2 – Consideration to cancel the December 2011 Workshop Meeting. All members present voting aye. Motion carried.

Unfinished Business None

New Business On a motion by Councilmember McDearmon, seconded by Councilmember Garrett, Council voted to adopt the Town of Appomattox – Accounts Receivable Policy consisting of Business Licenses, Personal Property, Business Equipment and Machinery and Tools Tax, Real Estate Taxes and Water/Sewer bills with an effective date of November 15, 2011 with the exception of the Water/Sewer bills which will be effective March 1, 2012. All members present voting aye. Motion carried.

On a motion by Councilmember McDearmon, seconded by Councilmember Spiggle, Council voted to cancel the December 27, 2011 Council Workshop meeting. All members present voting aye. Motion carried.

2 Regular Council Meeting Monday, November 14, 2011

Town Manager Update Mr. Gillespie reported that the sewer line installation of Phase II of the STAG project is past the Museum of the Confederacy. Phase I (water and sewer lines) of the STAG project is officially closed. Staff will be presenting the Priority and Initiative items from the retreat at the December Regular meeting for discussion and will be asking for consideration to adopt at the January 2012 Regular meeting.

Adjournment On a motion by Councilmember Garrett, seconded by Councilmember Conner, Council voted to adjourn at 7:45 p.m. All members present voting aye. Motion carried.
