1 Workshop Meeting Tuesday, October 25, 2011
The Appomattox Town Council held a workshop meeting on Tuesday, October 25, 2011 at 7:00 p.m. at the Appomattox Municipal Building, 210 Linden Street, Appomattox, Virginia 24522.
Members present: Timothy W. “Timmy” Garrett, Mary Lou Spiggle, N. H. “Jimmy” Mayberry, Steven T. “Steve” Conner and Joyce B. Bennett.
Absent: C. Lewis McDearmon, Jr.
Others present: Stephanie James, Lucy Harvey, Benny Harvey, Stacey Wilkes, Treasurer, Jeff Elder, Utility Director, Bill Gillespie, Town Manager and Roxanne Paulette, Town Clerk.
Mayor Harvey called the meeting to order.
Council Retreat Mr. Gillespie provided Council with material for the Council Retreat scheduled for Friday, October 28, 2011 at the Frozen Food Locker, Appomattox, Virginia.
Accounts Receivable Policy The Finance & Planning Committee and Physical Development Committee have both received copies of the drafted Accounts Receivable Policy. Stacey Wilkes, Town Treasurer provided a power point presentation outlining the new policy. The policy is expected to be adopted at the November Regular Council meeting.
Sweet Briar College Radio Tower Mr. Gillespie reported that the FCC permit is now on hold per the Department of Historic Resources.
Update on Phase II – STAG Project Mr. Gillespie reported that the sewer project should be completed by the end of December 2011.
Update on the Museum of the Confederacy – Appomattox The opening date is scheduled for March 31, 2012.
Update on the Concord – Appomattox Waterline and Tank Schedule Mr. Gillespie went over the progress and tank schedule with the Physical Development Committee. A meeting between the Town, County and VDH is scheduled for November 2011. The waterline and tank are being built in 4 different phases and should be completed by the end of December 2011.
Council gave consensus to authorize the Town Manager to proceed with final comments on the Maintenance Agreement for the Appomattox Waterline.
Council gave consensus to authorize the Town Manager to enter into a Memorandum of Understanding with AT&T regarding equipment on the elevated water tower.

Council gave consensus to proceed with the recommended and proposed sewer plan as outlined by Reid Engineering.
Council gave consensus to proceed with the public hearing process for the closing of an unopened portion of Lizzie Street.
Committee Updates Finance and Planning – Mr. Gillespie informed Council that the Sign Ordinance is ready for a public hearing by the Joint Planning Commission and Town Council for December 2011.
Physical Development – Met earlier in the evening and provided the above recommendations/consensuses.
Staff Updates Town Manager – Nothing Town Treasurer – Nothing Clerk – Nothing

On a motion by Councilmember Bennett, seconded by Councilmember Conner, Council voted to adjourn the meeting at 7:40 p.m. All members present voting aye. Motion carried.
