A workshop meeting of the Appomattox Town Council was held on Tuesday, May 25, 2004 following the public hearing at 7:15 p.m. with Mayor Spiggle, presiding.
Members present: W. H. Carson, N. H. Mayberry, M. H. Mitchell, C. L. McDearmon, Jr., Joyce Bennett. Absent: S. E. Lawson,
Others present: David T. Garrett, Jr., Town Manager, W. M. Phillips, Towri Attorney, Chad Denton, Times Virginian, Christie Chapman, News & Advance, Charles Garrett and Roxanne W. Paulette, Clerk.
The Mayor opened the meeting with a moment of silence in remembrance of Clayton Tinnell, owner and operator Triangle Plaza Shopping Center who died on May 22, 2004 and.a word of prayer.
On a motion by Mr. Mayberry, Council voted to approve the Clerk or Town Manager to enter into an agreement.with Harris Software System in the amount of $13,115.00 for the purpose of a software package to meet the accounting, payroll and utility billing needs of the Town of Appomattox. The committee further agrees to allow the Clerk:or Town Manager to purchase the necessary hardware for the programs not to exceed $11,000.00. All members present - voting aye. Motion carried.
David Garrett updated Council regarding:
« The Truck Hauled Wastewater Policy. The policy will be on the June Council Meeting agenda for consideration to change the $120.00 per 2500 gallon load charge to a flat $.06 per gallon.
e Warning letter has been received for Copper & Zinc issues ~ The Town is working on setting up a meeting with DEQ.
e Complaints of tall grass have been received and are being address.
® There is livestock in Town on Church Street and the property owner has been
advised he/she has until Tuesday, June 1, 2004 to comply with the ordinance.
@ Well #39 — Estimated date of completion is May 28, 2004. Hungerford & Terry will be on site for training the week of June 14, 2004.
On a motion by Councilmember Mayberry, seconded by Councilmember McDearmon, Council voted to convene in Closed Session, pursuant to Section 2.2-3711 1.7 of the Code of Virginia (1950), as amended, for the purpose of consultation with legal counsel regarding specific legal matters requiring the provision of legal advice by such counsel.
