May 13, 1985 Meeting Minutes

The regular meeting of the Appomattox Town Council was held on Monday May 13, 1985 at 7:30 P.M. with Mayor Spiggle presiding.

Those members present: R. C. Hubbard, Martin Webb, R. L. Bass, Ray Noble, H. W. Conner, and S. E. Carter.

Others present: Frances Abbott, Gayle Grisser, Paul Passink, W. R. Britton, and B. H. Mullins, Clerk.

The meeting was opened with a prayer.

On a motion by Mr. Bass, seconded by Mr. Noble, Council approved the Agenda with the following additions to New Business, 3. Request for Double-wide on Lee-Grant Avenue, 4. Harold Wyatt - Swimming Pool; 5. Parking on Church Street - Mrs. Guthrie; and 6. Additional Street light on Morton Lane, and all members present voting aye. Motion carried.

On a motion by Mr. Conner, seconded by Mr. Noble, Council voted to approve the minutes of the regular meeting held on April 8th 1985, with one statement to the effect that at the time of the Council meeting the rate was reported as $9.50 but the Company would not agree to that so it was changed to $10.00. and all members present voting aye. Motion carried.

On a motion by Mr. Noble, seconded by Mr. Bass, Council approved the Financial Statement for March, 1985 and all those present voting aye. Motion carried.

On a motion by Mr. Noble, seconded by Mr. Bass, Council voted to adopt the 1985 Budget:

General Fund 297,215.00 Water Fund 92,200.00 Sewer Fund 1,126,300.00

Bass-aye Carter-aye Conner-aye Noble-aye Webb-aye Hubbard-aye Motion carried unanimously.

Mr. Britton explained the approval of plans and the Health Department's recommended changes. Council requested that we check on Bernie Proctor to see if he is taking care of the changes.

On a motion by Mr. Carter, seconded by Mr. Conner, Council voted to Table Item 6, Old Business, and all those present voting aye. Motion carried.

Mayor Spiggle reported that the Public Hearing was held at 6:30 and no one appeared to make comments against the proposed rate change.

On a motion by S. E. Carter, seconded by Mr. Noble, Council voted to modify the Cable TV Franchise, change the rate schedule to $10.00 for the basic system as advertized.
