A special call of Council was held on Monday, November 1, 1982, at 7:30 P.M. with Mayor Ron Spiggle presiding.
Those members present: Ray Noble, W. H. Carson, T. W. Lawson, and S. E. Carter. Absent - R. L. Bass and R. C. Hubbard.
Others present: S. R. Lawson, Franklin Vaughan, and H. W. Coleman, Appomattox County Board of Supervisors, Bill Sherrod, W. R. Britton, Jr., and B. H. Mullins, Clerk.
The Mayor called the meeting to order. He reported that a Public Hearing was held at 7:00 P.M. and no citizens came forward to comment on the proposed amendment to Section 15, of the Town Code.
On a motion by Mr. Carson, Seconded by Mr. T. W. Lawson, Council voted to amend Section 15. Quorum and Procedure - Tax and Debt, to allow us to borrow the money to pay our share of the Sewer Project... (See copy of full change in Council File November 1982)
Carson-aye Carter-aye Hubbard-aye Noble-aye Motion carried unanimously.
On a motion by Mr. Noble, seconded by Mr. Carson, Council voted to authorize the Mayor to affix his signature to the E.P.A. Grant Agreement Number C-510536-02, and to the E.P.A. Assistance Amendment, Number C-510536-01-5, as a part of his motion Mr. Noble stated that the acceptance of the grant award will hinge upon the following stipulations: 1) The Town of Appomattox will be awarded a Secondary Block Grant or, 2) The Town of Appomattox will be in a financial position to borrow the amount of money to complete said project; or, that if not financially feasible, will return grant to E.P.A.

On a motion by Mr. Carter; seconded by Mr. Carson, Council voted to table Item 4 on the Special Call Agenda, and all members present vote aye. Motion carried.
Mr. Franklin Vaughan, Chairman, Appomattox County Board of Supervisors, reported that as of Jan. 1, 1984, some other provisions will have to be made to handle the sewage received from Septic Tank Service trucks. Council discussed the situation with the Board, but informed them that at this time the Town cannot help in this matter. They did inform the Board that this will be taken into consideration after the Town resolves its sewerage problems.
There being no further business to come before Council, the meeting adjourned.
