FURTHER, that the Town of Appomattox agrees to incorporate into the user charge system either a surcharge for or a prohibition against high strength waste;
FURTHER, that the Town of Appomattox agrees to conform to the Public Participation Requirements as outlined in 40 CFR 34.917-5 prior to the adoption of the final user charge system.

Mr. Britton reported on the Engineers Agreement on the Regional Wastewater Facility. The total costs would be $167,900.00. Of this figure 75% would be paid by the EPA Grant and 25% to be paid by the Town. The Town's 25% would come from the financing by FHA as previously discussed by the Town Council.
Mr. Carter made the motion, seconded by Mr. Conner, to accept the Engineer's Agreement and Fees for the Regional Wastewater Facility as specified in their agreement.

Mr. Carter made the motion, seconded by Mr. Lawson, to authorize May-Hines & Associates to prepare and make a pre-application to Farmers Home Administration for the financing of the Town's 25% share of the EPA Grant on the Regional Wastewater Facility.

Mr. Conner made the motion, seconded by Mr. Hubbard, that the Town of Appomattox go with the request by the County Board of Supervisors that after the EPA Grant is approved, we ask for a waiver from the State Water Control Board to move the site preferably downstream or across Caldwell's Creek.

Mr. Hubbard made the motion that the Finance Committee's recommendation to Council for 1980 Wages be accepted, that being the Town will pay all Blue Cross-Blue Shield Insurance for 7510 and Major Medical Coverage, on all Employees, and in addition, a 4% raise. Those Employees choosing not to use the Insurance get an 8% increase in wages, seconded by Mr. Carter, and all members voting aye.
Mr. Conner made a motion to amend Mr. Hubbard's motion, that Harris get a 10% increase if he elects not to go with the Insurance and if he chooses to use the Insurance, he will get a 6% increase, seconded by Mr. Lawson, and all members voting aye.
