April 10, 1978 Meeting Minutes

ref: reel030326 date: 1978-06-12 content: The regular meeting of the Appomattox Town Council was held on Monday, June 12, 1978, at 7:30 P.M. with Vice-Mayor R.C. Spiggle presiding. Members present were R.C. Hubbard, Burke Guile, M.J. House, Jr. and T.E. Conner.

Those also present were Vennell Mitchell and Patsy Butler, Appomattox Recreation Committee, and Kirk Showalter, Central Virginia Planning District Commission.

Miss Showalter appeared before Council to ask for approval of the Comprehensive Plan for 1979.

Mr. Conner made the motion, seconded by Mr. Hubbard, with all members voting aye, to approve the Comprehensive Criminal Justice Plan for 1979.

Ms. Butler, acting as spokesperson for the Appomattox Recreation Committee asked Council to sponsor this Committee in their endeavor to develop a recreational facility.

After a brief discussion by Council, Mr. House made the motion, seconded by Mr. Guile, to appoint the committee named below, with approval by the Board of Supervisors and the agreement of the members to serve, to study the recreation problem and develop solutions agreeable to both the Town and County of Appomattox. The minutes of the last meeting were read and approved as read.

Mr. Hubbard made the motion to adopt the ordinance to advertise for bids to establish a franchise for telephone service within the Town of Appomattox, seconded by Mr. Hubbard. See attached copy. Conner - aye Guile - aye House - aye Hubbard - aye

Mr. Conner made the motion, seconded by Mr. Guile, to grant Filippos a 30 day extension of time beginning June 14 thru July 14, and also approved requisition for payment, number 1 in the amount of $4,472.92. Conner - aye Guile - aye House - aye Hubbard - aye

Mr. Hubbard made the motion, seconded by Mr. House, to authorize Mr. Britton to request an extension from State Water Control Board of the Clean Water Act of 1977, a Section 301 (d) (1) extension, and notify the public of this request as required. Conner - aye Guile - aye House - aye Hubbard - aye

Council discussed the bids on the addition to the Fire House.

On a motion by Mr. House, seconded by Mr. Hubbard, Council voted to award the bid to J.E. Jamerson and Sons, Inc., in the amount of $25,200.00 and also accept his proposal to do the second floor structure for a not to exceed figure of $15,000.00.
